Local Authonomy and national unity Preamblenomy Afghans sAfghans for a federalist monarchy (AFMFP), we seek to promote local autonomyand advocate adecentralization of governance, which is the key factor in shaping effective, fair and healthy economic, political and socialconditions throughout the world. Rather than the top-down, centralized decision-making that characterized Afghanistan’s previous governance systems, today’s Afghanistan requires a new system that is in harmony with the new socio-political dynamic that emerged over the past forty years. Statement of Principle We seek an Afghanistan in which citizens are sovereign over their own lives and are not forced to sacrifice their values for the benefit of others. We believe that respect for individual rights is the essential precondition for a free and prosperous governance, that force and fraud must be banished from human relationships, and that only through freedom can peace and prosperity be realized. Consequently, we defend each person’s right to engage in any activity that is peaceful and honest, and we welcome the diversity that freedom brings.The political system we seek to build is one where individuals are judged not by their tribe, religion or regional affiliation, but by their equal rights at citizens. Who We Are Afghans for a Federalist Monarchy is a party of inclusion. We believe that diversity is not our problem—it is our promise. We respect differences of perspective and belief and pledge to work together to move this country forward, even when we disagree. We do not merely seek common ground—we strive to reach higher ground. Where We Stand As a party of inclusiveness, we believe that self-governance is a right, diversity is a strength, the economy should work for everyone, and facts and truth matter. Create a Long-lasting Peace AFMFP espouses treaties of non-interference co-signed by Afghanistan and its neighboring countries, under the auspices of the United Nations, guaranteeing that(1) none will interfere in the domestic affairs of Afghanistan; (2) all will pledge to dismantle any anti-Afghan, armed insurgent control and command centerson their soil; and (3) they will cease using their soil as abase for such operations. In exchange, the Afghan government shallalso pledge that its soil will not be used for any activities that could harm its neighboring countries, and that Afghanistan will remail a neutral zone. Constitutional Monarchy We advocate a Constitutional Monarchy as a symbol of national unity, pride and stability. The King presides as head of state, while the passing of all legislation resides with an elected parliament. The prime minister is the head of executive branch. Personal Responsibility It shall be eachcitizen’s responsibility to respect the law and carry out their responsibilities as written in the country’s constitution, such as paying taxes, keeping their zones clean, cooperating with law enforcement to minimize crime, conducting assigned duties with honesty and to the best of their ability, and to never engage with foreign agents to destabilize peace or commit acts of violence against others. Organization and Composition We advocate that Afghanistan’s current 34 provinces and 300+ districts be reconstituted as a “State Directorate” to (1) provide the residents of those distinct regions with basic services, (2) prevent the provinces or districts from forming regional zones based solely on tribal or religious affiliations, and (3) to elect their own chiefs of police, mayors and Shura members. ریاست تنظیم عامه Economy We advocate cooperation between the government and the private sector on issues of the economy. The state should enact policies that protect domestic companies. We advocate government investment in the public infrastructure, education and health care. Foreign Policy We advocate a foreign policy that emphasizes the economic health of Afghanistan. Foreign policy should enhancefair trade with its neighbors and facilitate joint economic projects with foreign countries to foster the goal of turning Afghanistan into a regional tourist hub. Defense Forces The Army in its current state as a “permanent” institution shall be abolished and instead be reconstituted aslimited, small, mobile units such as special forces to combat terrorism or drug trafficking. Necessary police forces for surveillance and the preservation of public order shall remain in place. Military forces may be assembledonly under a consensual agreement or for the national defense; in either case, they shall always be subordinate to the civil power.The military shall not deliberate nor make any policy statements or representations unilaterally.
